RFP: Monitoring & Evaluation Software


CNFA currently implements 16 projects valued at over USD 280 million in 15 countries. All CNFA projects incorporate Monitoring, Evaluation and Learning into their project management, in alignment with USAID’s principals-based approach that emphasizes application of analytic rigor and adaptive management through use of evidence to make strategic management decisions.

CNFA is seeking to implement a Monitoring & Evaluation software, to be deployed for each of its projects as a project management tool. It is envisioned that the software will be used by each project as the foundation for project performance management; the software should facilitate collection, management and analysis of project information and indicator data for adaptive management. At minimum, the system will enable CNFA to manage performance indicator data and project information, including analytics and reporting. The software will also facilitate sharing of information about the project, activities, and results between field offices and HQ, as well as with external stakeholders.

CNFA prefers an off the shelf solution that can be customized to meet our needs. CNFA intends to manage and administer the software in-house and so requires a solution for which the administrative functions can be managed by a non-technical CNFA staff member. When the term “non-technical user” is used in this RFP, it refers to staff who are comfortable using a computer and at minimum are skilled in operating MS Office applications, internet browsers, and learning to use new software applications, but who do not have coding or software development knowledge or skills.

Only the written answers issued by CNFA will be considered official and carry weight in the RFP process and subsequent evaluation. Any verbal information received from employees of CNFA or any other entity should not be considered as an official response to any questions regarding this RFP.
