Place of Performance: Lahore, Pakistan with travel to Karachi and Islamabad

LOE: 24 working days (including 3 travel days)

Project Description

U.S. -Pakistan Partnership for Agricultural Market Development (AMD) activity in Pakistan is a USAID funded activity implemented by CNFA with the goal of supporting the development of Pakistan’s commercial agriculture, particularly through improving the ability of Pakistan’s agriculture and livestock sectors to meet both international and domestic demand and requirements in targeted product lines in Citrus, Mango, High value/off season vegetable and livestock. AMD envisions transforming the four targeted product lines into efficient, private sector led value chains that deliver competitive products to domestic and export markets. AMD’s targeted training, matching grants, and technical assistance will leverage private sector investment and encourage innovation. Together these approaches will support upgrading, streamline supply chains, optimize profit margins, increase participation of women entrepreneurs, and ultimately make Pakistani mango, citrus, meat and HV/OSV more profitable and more competitive.

 

Background

Pakistan’s meat exports are basically chilled carcasses in halves or quarters. Only recently some value addition has been experienced in the form of frozen boneless cuts. It is highly undiversified in both product and market. As of last year (2016) more than 84% of its total meat exports went to the oil based economies i.e. the GCC countries, more alarmingly 35% of the total went only to the UAE.  

Due to the recent oil pricing drop in the international market, these oil based economies have been slowing down, eroding indigenous buying power. This has been the biggest factor hitting the Pakistani meat export industry in 2016, which experienced a negative growth first time in the last decade. 

AMD’s strategy is to addresses both ends of the problem faced by the Pakistani meat export industry; namely to open new markets and to diversify product offerings by value addition in currently targeted markets. 

One such tactic is to help the industry in new product development and value addition by offering vacuum packaged meat. This new technology helps increase product shelf life and enables high value meat cut production and branding.

Objectives of the Technical Assistance

The objective of this assignment is to assist AMD in developing the standard operating procedures for packaging of meat products considering the indigenous environment, technology, labor and animal breed.

Assignment Scope

The STTA’s tasks will include but not be limited to:

• Background study of AMD Work Plan and published studies of previous value chain and meat processing plant operations in Pakistan;

• Coordinate with the AMD marketing and program team for development of work plan including stakeholder visit schedule; 

• Conduct background market research and international best practices for processing, packaging and transport of meat for exports by air and sea;

• Identify compliance regimes and operating standards relevant to export shipments via air and sea for Pakistani meat exports to program target markets;

• Gather and analyze meat industry standards and practices by having meetings with processors and exporters and visiting their facilities; 

• Analyze the collected data to establish recommended benchmarks and protocols for high quality meat cuts in the given environment;

• Conduct two theoretical training sessions for the meat industry in Lahore and Karachi to share proposed meat packing protocols, standards, products and potential markets.

• Provide technical hand-hold training sessions to the human resource of meat processors in Karachi and Lahore.

• Developed Control and Testing Procedures to Eliminate the Occurrence of PSE in Beef. 

• Trials to Test the Effectiveness of Different Concentrations of Lactic Acid and Best Application Procedures.

• Install and train on Software Program for Managements Tasks and Slaughter Line Procedures Control

• Complete Analysis of the Slaughter Line Procedures that Improved Microbiological Standards and Profit Margin

• Complete Analysis of Offal Processing Unit to improve microbiological standards and margin

• General Technical Consultant to the Senior Management Team

• Any other technical support related to meat value addition as per the CTA’s/ CoP’s requirements.  

Deliverables

1. A detailed work plan, including timeline for the ISTTA within 3 days of assignment commencement.

2. 1-page bi-weekly updates to the AMD Chief Technical Advisor.

3. 2 theoretical training sessions on high quality packaging of meat.

4. Conduct 4 hands-on training sessions at select abattoirs (if possible).

5. Develop an illustrative handbook for the Pakistani meat industry on high quality packaging of meat inclusive of, but not limited to the following:

a.High quality meat packing production protocols

b.High quality target markets, including information on product size, labeling, market channel and market segmentation etc.

6. Final report that includes:

a.All audio, video and literature developed (inclusive of above) and shared with the industry during presentations and hands-on training sessions.

7. Any other task assigned by COP and CTA. 

Qualifications

  • An advanced degree in food technology;
  • Extensive experience of food packaging technology, particularly in quality meat packing;
  • Experience in developing countries on designing and development of production SOPs;  
  • Demonstrated ability to work on a team;
  • Demonstrated interpersonal and communication skills;
  • Documented report writing skills in English;
  • Oral fluency in English.
