CNFA is currently seeking an HR, Finance and Operations Manager for the 5 year USAID-funded Strengthening Agricultural Value Chains and Youth (SAVY) Project aimed at increasing smallholder farmers’ revenue by significantly improving agricultural input supply services and facilitating access to credit and to agricultural output markets for rice, horticulture and livestock in the Feed the Future zone of influence in Guinea. Using the FTF integrated market systems, SAVY will directly contribute to the overall goal of the GAS program which is to increase Guineans’ access and participation in, improvements of the utilization of the country’s natural resources, and benefit from the sustainable increase in agricultural productivity and profitability in the Guinean small farm sector. As such, SAVY activities will directly support the Government of Guinea (GoG)’s agricultural priorities for the development of sustainable rice production, diversification of food crops for food security and nutrition, and promotion of agricultural exports and agribusiness laid out in the country’s PINIASA – the National Policy for Investment in Agricultural and Food Security (2013-2017). The HR, Finance and Operations Manager will lead the HR, Finance Operations team responsible for supporting all financial and operational support and oversight. This team will ensure compliance with CNFA, USAID, and Government of Guinea (GOG) technical, administrative, financial, and contractual protocols, procedures, and quality requirements. The unit includes personnel to support HR and administration, finance, accounting, and procurement.


The HR, Finance and Operations Manager also develops and implements financial oversight and control mechanisms and procedures to ensure that all program expenses are in accordance with CNFA financial policies, procedures, rules and regulations. Additionally, the HR, Finance and Operations Director ensures local subcontractors are able to deliver services on schedule. This is a full time, 4-year local position based in Mamou, Guinea.

Duties and Responsibilities:

  • The main duties of the HR, Finance and Operations Manager include, but are not limited to:
  • The HR, Finance and Operations Manager will support financial, operational and administrative management to ensure compliant programming;
  • Directly supervise the HR and Admin Officer, Program Accountant, IT Officer, and Drivers;
  • Build the capacity of Finance and Operations staff as necessary;
  • Ensure the smooth implementation of all project financial and administrative activities, including: timely and accurate bank reconciliations, invoicing, monitoring of expenditure levels against budget and funding obligations, financial projections, submission of monthly financial reports to CNFA HQ;
  • Oversee the project budget, payroll, and day-to-day operations;
  • Develop and implement financial oversight and control mechanisms and procedures to ensure that all program expenses are in accordance with CNFA’s financial policies, procedures, and USAID rules and regulations;
  • Ensure the smooth implementation of all project operational activities, including: procurement, human resources, logistics, and service delivery aspects of the program;
  • Oversee financial, operational and administrative functions of the execution of subcontracts for all local implementing partners;
  • Ensure that staff contracts and profiles (other than the ones managed directly by CNFA’s Washington, DC Office), are in place and appropriately monitored and updated;
  • Maintain necessary documentation and reporting in accordance with USAID and CNFA guidelines;
  • Manage all personnel records in a confidential manner;
  • Undertake other assignments or tasks at the request of the Chief of Party


  • A minimum of 8 years of financial management and administration experience of international development projects;
  • A minimum of a Master’s degree in a relevant discipline or a Bachelor’s degree in a relevant field with an additional 7 years’ experience in areas such as accounting finance or business administration and applied skills in developing and managing large budgets;
  • ·Knowledge and understanding of applicable USAID and Government of Guinea accounting and audit rules and requirements
  • At least 3 years of experience managing sub-contracts, and demonstrated knowledge of applicable regulations related to the oversight of such instruments;
  • Experience in using QuickBooks Online accounting software required;
  • ·Proficiency in Microsoft Office including advanced proficiency in Excel required (Lookups, Pivot Table level);
  • ·Advanced oral and written communication skills in English required;
  • Demonstrated advanced ICT skills required.
