Place of Performance:   Islamabad, Pakistan, with field travel

Level of Effort:   30 Days

 Period of Performance:  October – November 2017

 Reporting to:   Chief of Party/Deputy Chief of Party or his designee

Project Description:

CNFA is currently seeking a Gender Integration Consultant for the USAID-funded PATTA project in Pakistan. The purpose of the Pakistan Agricultural Technology Transfer Project (PATTA) is to identify, support and bring to scale private sector solutions to improve agricultural productivity in Pakistan, through a four-year activity. PATTA will partner with agricultural technology companies to commercialize products and services that can increase the productivity and competitiveness of smallholder farmers and mobilize private sector investment in agricultural technology. PATTA’s partnerships will give small holder farmers broader access to affordable technologies to increase productivity, build resilience to climate change and reduce postharvest losses.


Expected Results of PATTA:

·         Increase smallholder farmers’ access to affordable appropriate and effective agricultural technologies

·         Enable agricultural technology related businesses to expand and adapt their products and services to meet small holders’ needs

·         Scale up the adoption and use of agricultural technologies


Position Summary:


This short-term STTA position will be based in Islamabad (with potential travel to the provinces of Punjab, Sindh, Baluchistan, KPK, and GB). The Gender Consultant will conduct a gender analysis of PATTA in close coordination with the Social & Behavior Change and Gender Integration Specialists.  The Gender Consultant will identify gender-based constraints facing women and men in the targeted communities and steer program activities to directly address these issues. S/he will be expected to engage with all areas of program implementation in order to complete the gender assessment. Additional responsibilities will include:


Specific Tasks:

·       Conduct a concise gender analysis of target populations with approaches to boost commercialization of gender-sensitive technologies

·       Collect gender-disaggregated data and evaluate gender impact of technologies

·       Design and conduct the PATTA project’s gender assessment in close coordination with the Agriculture Extension and Gender Integration Specialist, and Social and Behavior Change and Communication (SBCC) Specialist

·       Advise staff on ways to promote women’s empowerment and gender equality through program interventions, and advise on how to tailor each intervention to ensure that women are able to attend and participate fully

·       Support in the M&E collection and interpretation for gender-specific indicators and support external participants (such as external evaluators or consultants) in doing the same

·       Submit written gender analysis report




          Inception report

          Weekly progress report

          Presentation and feedback from the project

          Gender analysis report, incorporation of project comments and final report submission


Minimum Qualifications:


·         Pakistani national

·         A Master’s degree in Gender Studies, Development Studies or similar degree required

·         8-10 years of work experience with gender development project required, experience with USAID-funded projects is highly desirable

·         Working knowledge of USAID policies, rules and regulations preferred

·         Previous project work experience in Pakistan

·         Familiarity with agricultural technologies and value chain constraints in Pakistan

·         Strong written and verbal communication skills required

·         Demonstrated ability to manage multi-component projects, junior staff and multifunctional teams with international personnel required

·         Fluency in English required

·         Fluency in Urdu preferred
